HSE Organisation and Management
HSE organisation and management has been developed to provide consultation between GBUs.
The organisation is designed to allow each Business to make the HSE arrangements best suited to its own needs, which will deliver the HSE performance required by the Group HSE Policies, and ensure that the Chief Executive and Smith & Nephew Board are kept properly informed about HSE performance, issues and progress.
It establishes a network and reporting structure which provides the President's Council with adequate information about the HSE performance of the organisation and the issues which it faces so that the President's Council can provide the necessary resource and direction to ensure that HSE risks are being controlled and that HSE management is considered as an integral part of the business.
The organisation also provides for adequate consultation and exchange of best practice within Smith & Nephew when deciding Group HSE policy and direction.
The goal is to establish a Group HSE ethos and performance consistent with its position as one of the world's leading medical device companies and to develop common tools, techniques and approaches to HSE so that it plays a part in building the Smith & Nephew brand.
The Chief Executive is ultimately accountable for the Group's HSE performance. And Operational responsibility is delegated to the Presidents' reflecting the high degree of of autonomy in the operation of each business unit.
The Presidents are responsible for the HSE performance of their businesses.
The Presidents must ensure that HSE performance is regarded as an integral part of their business, that they provide the leadership, management structure and suitable resource to ensure good HSE performance and minimise risk.
The President of Wound Management has additional responsibilities. He has been nominated for the HSE lead on the Presidents Council. He has a key role in sponsoring HSE at the Presidents Council and in that role he ensures that the Council is kept informed of performance, that it is aware of issues and is informed of, and satisfied with progress on remedial action. He ensures that Quarterly Reports, serious dangerous occurrences, lost time accidents and trends are discussed. He guides the Presidents Council through recommendations made to it on setting HSE targets and objectives for the organisation.
The Senior Vice President Operations Wound Management has been nominated as Senior Vice President Responsible for Group HSE Affairs. Reporting to the President of Wound Management, he ensures that the President is properly briefed to carry out his HSE responsibilities at the Presidents Council.
The Senior VIce President challenges and monitors Group HSE performance and ensures that HSE issues are brought to the attention of the appropriate senior manager within the Group.
He has a key role in sponsoring HSE at the Group Operations Council and chairs the HSE Steering Group and agrees Group HSE targets and objectives to be sent to the Presidents Council for ratification.
The SVPs sitting on the Group Operations Council have a key role in ensuring co-ordination of HSE activities within their business and ensuring their Presidents are briefed on key issues.
The Group HSE Director reports to the Senior Vice President responsible for Group HSE affairs. He provides him with the technical advice and guidance he needs to fulfil his role.
The Group HSE Director draws on the technical expertise and resources available within the Group to ensure that the HSE audit and improvement programmes are put into effect and the HSE Steering Group fulfils its function.
He works with Corporate Affairs, Corporate HR and the Company Secretariat to provide the HSE information in any Group document or publication and assists in the drafting of those documents to ensure that they are accurate.
Each Business must have an effective HSE Manager. They report directly to a Senior Manager within the GBU. They provide the necessary advice, guidance and training to ensure successful performance. They have a dotted line report to the Group HSE Director and will assist him in preparing HSE reports and in conducting an HSE audit programme. They are also technical members of the HSE Steering Group and play a key role in establishing systems, procedures and measures by which HSE performance can be monitored.
